Sharepoint File Permissions

when i access my files on sharepoint from my laptop i get this message across the top.

considering i had permissions set on this file prior to uploading it to sharepoint how do i fix this?

    It fixed it for files shared from onedrve but not those i placed on sharepoint.

    Will create a new site collection.

    I created new folders and sites and uploaded files but the same problem occurs. Is this solvable or is sharepoint not a good choice for us to share common files?
