Windowed Border-less in Windows 11

Why do I get around 10 fps in windowed border-less but when in full-sceen I jump up to 60+. Task manager says they both take up the same amount of resources. My laptop specs are a Ryzen 7 3750H, Nvidia GeForce 1660ti, AMD Radeon RX Vega 10 Graphics (Integrated), 16 GB of RAM.

    Does all games/programs appear this situation or only one game appear this situation? Does this situation also appears in Windows 10?
    Windows 11 is only insider preview now, maybe your program has compatibility issue on this version, you could run it in Compatibility mode to check result.
    Also NVIDIA hasn’t release drivers for Windows 11, it might be a possible reason.
