The tool for migrating Azure Virtual Desktop Classic to ARM is currently in Private Preview and thus there is no public documentation available as of now. Whenever the tool moves to Public Preview or GA, the updates will be shared in this document: https://learn.microsoft.com/en-us/azure/virtual-desktop/whats-new

I confirmed with the Product team that the tool is in Private preview currently.
