I have received feedback from MS on this via a support ticket. Here's what they said and fixed:

Browse to the hidden list: https://[domain].sharepoint.com/Lists/SharePointHomeOrgLinks/AllItems.aspx

Check if default SharePoint Groups of the list are missing.

  • SharePointHome OrgLinks Admins SharePoint Group Full Contro
  • SharePointHome OrgLinks Editors SharePoint Group Edi
  • SharePointHome OrgLinks Viewers SharePoint Group View Only

If the groups are missing, then access _layouts/15/permsetup.aspx and click on OK without making any changes.

After doing this, the Edit link reappeared. Don't know how those groups would have lost their perms; didn't even know they existed!

However, the links I added via SP Admin->User Profiles->Manage Promoted Sites, after the changes to the SP home page were instituted, still were not displayed on the SP home page. They said they're working on this and the fix was imminent. Unfortunately, I have a bit of "I'll believe it when I see it" perspective on these kinds of statements... In the meantime, the workaround is to added them via the Edit link on the page and that they'd be visible to all users, not just me.  I haven't had a chance to test that statement yet and, for the moment anyway, added the other links assuming its accuracy.

Thank you for following up. Since it sounds like it's going to require thorough investigation and I'm not all that experienced in pulling logs etc. I think I'll submit a service ticket to MS after all. They typically use Fiddler and I'd rather they manage that process through a screen share.

Thanks again. I will post the solution that I am given once MS resolved the ticket so that if others experience this, it will be here to reference for everyone.

    Hi Lisa,

To analyze the situation for further troubleshooting, we need some logs from your end. I’ll send you a private message with the instruction to collect logs. Click hereto access your private message.

Also, we’ll need the tenant information to check your account. You can provide this information in the same PM.

    Thanks,

    Neha

What I thought was related to another issue, is not. So, if I may I'd like to restart the conversation.

    In answer to your questions,

    1. I am the SharePoint Admin for the tenant with Global Admin rights as well. I'm not sure I understand this question fully, but I don't think it a problem.
    2. I have checked with other admins, on other computers, with other users admin and not admin and all show the same result.
    3. I have tried Chrome and IE11 with different users and computers all with the same results. I tried in InPrivate browsing: same.

I was able to add a link via the SharePoint Admin Center->User Profiles->My Site Setting->Manage Promoted Sites but, it does not show on my SharePoint homepage. The only link that shows is one that was added before the new UI was applied (the one included in the screen shot above). HOWEVER, testing with admin and non-admin users revealed that non-admin users see the added link while admins do not. AHH!

    So, in a nutshell,

    • No one sees the Edit link,
    • Everyone sees the link I added before the new UI was applied,
    • Non-Admins see a new link added via the SharePoint Admin Center and
    • Admin users do not see the added link
    • Browser choice does not impact the results

How's that for confusing? Any help you can offer would be very appreciated.

I am realizing that this is a symptom of a bigger problem, therefore, I am going to submit a support ticket.

    Thank you for attention,

    Lisa
