After spending more time than I can justify installing the Enterprise List manager an associated controls I eagerly implemented IE11 mode on Edge so that I could visit some integrated devices that use Active-X in their control panels.
When I visited the site in Edge ... Edge seems to open Internet Explorer 11 for me. Am I to understand that's all "Internet Explorer Mode" is? To "Open With" another program?
That seems like very little additional functionality when the trade-off is now I have 30% of the sites I visit flash the "Hmmm ... page took too long to load ... " screen before loading the page ... and about 10% of the pages say "To open this page in Internet Explorer mode, reinstall Microsoft Edge with administrator privileges." even when it's not in the IE mode list.

First - please don't mistake my frustration for lack of appreciation. I appreciate your help and I'm sure everyone does.
That said this underscores my realization that Windows has become so complex that even Microsoft no longer understands it.
I am running Windows 7 (for which Edge IE mode IS supported) with every last update that is available for my system
I am running the one and only version of Edge that is recommended for my system
My Edge is completely up to date
My Edge ABSOLUTELY IS installed with Administrator privileges - based on the install path and other documents
And yet having done everything right, my problem "may be" a list of things that comprises a list of every web site and article that references IE11 mode.
What Microsoft has done, basically, is hand me an Oxford Old English Dictionary and tell me that all of Shakespeare's plays are in there - and all I have to do is read the words in the right order.
So now it "might be" my API version? So when I do a search on update Edge Internet Explorer API version yields 166,000,000 results in 0.049 seconds.
The closest article I can find that isn't another "might be" list of 200 things is an article that tries to help by telling me to run "Windows Update" for the latest version.

Your Internet Explorer mode API version is too old. My Internet Explorer mode API version is 11.
Besides, according to the error message in your question "To open this page in Internet Explorer mode, reinstall Microsoft Edge with administrator privileges", I think the issue may be due to your Windows version is too old or you don't install the required updates. Which version of Windows are you using? Please check the Prerequisites to use IE mode in Edge.

Sometimes I think the wisest thing to do with a Windows problem is just to give up. egde://compat/iediagnostic states that IE mode can't be used because
"Microsoft Edge needs to update Windows to use Internet Explorer Mode"
-- but then, probably because it's a State Secret, they can't tell me WHAT UPDATE it needs.
When I click on the UPDATE like I find that there are no "important" updates available and there are only 34 "optional" updates ... each and every one of the 34 is a language pack.
I did follow the steps you outlined - I am using Enterprise List Manager schema V2 and I did verify that the sites have neither the Standalone or Redirect boxes checked. Default mode is selected just as in your example.
The problem is that Windows needs a secret update that doesn't exist.

IE mode means you can use IE 11 Trident MSHTML engine in Edge browser when you visit legacy sites. If you configure IE mode correctly, the sites in IE mode list should be opened in Edge using IE mode.
Which version of Edge are you using and how do you configure IE mode? For detailed steps to configure IE mode, you can refer to this doc:
