I am unable to access the Azure Active directory on my student account. Error 403 No Access

Go to Azure Market Place, search for Azure Active Directory > Select and run the on-screen wizard to create a tenant.

unfortunately, I am not able to get that far. When I go to Azure Active Directory I get the message below
I would recommend to check with the tenant Admin to get you access for azure active directory.
users needs permission to manage Azure AD resources, you must assign them to a role that provides the permissions they need.

Go to ->Azure portal ->Azure Active Directory ->User settings

I have also problem with AAD. I have upgraded my Subscription to Azure for student but I don't have a global or owner role for the tenant and someone else have that right. I can also see my classmate in the user section.
