Can we defined limited access to unmanaged devices and also to certain users who use managed devices

Question

Inside SharePoint online we can define limited access on UN-manged devices:-

but in our case we need to define limited access to certain users even if they access the sites from managed devices,, is this possible?

Second question , can we control this on per site basis also?

If you want to affect all user, use the Network location settings down that page. And keep in mind this will also affects admins and access to the admin portal, so make sure you allow at least some ranges.
