Wait nevermind that wasn't permanent, as soon as I connected to another device and then back to the computer it went back to being quiet again.
My Bluetooth headphones are quiet even at 100%
My Bluetooth headphones are very quiet at 100% and instead is at the equivalent of 8% volume, this isn't the case for my phone where it handles it normally.
And it's by completely random chance that it momentarily returns to normal volume.
I would greatly appreciate a way to fix this.

- Try disabling the enhancements and Exclusive mode.
A. Right-click on the speaker/sound icon in the taskbar
Click Sounds
Open Enhancements tab
Then Disable all enhancements
B. Right-click on the speaker icon in the taskbar
Click Sounds
Open Advanced tab
Under exclusive mode uncheck/disable both options
"Allow applications to take exclusive control of this device"
"Give exclusive mode applications priority"
- Reinstall the Bluetooth headphone drivers
Search "Bluetooth"
Select "Bluetooth and other devices settings"
from the list select your Bluetooth device
Click Remove device
Press Yes.
Search Device Manager
Open Device Manager
Click on "View"
Check "Show hidden devices"
Expand Bluetooth
Then right-click on your Bluetooth device
Then uninstall All the drivers related to your Bluetooth headphones
Restart your computer.
Then try to pair again your Bluetooth device.
