Windows Explorer high RAM usage

Hi. I've had this issue before but it resolved itself after a windows update came along. I'm experiencing explorer.exe (Windows Explorer) incrementally increasing its RAM usage upwards of 5GB's and constant cpu usage around 10%. The norm is a steady 49mb's when it's acting right. Steps I've taken (so please don't let these be in a copy/paste recommend):

1) update to 21h1 (build 19043.1055)

2) sfc /scannow

3) windows defender full scan (0 threats)

4) malwarebytes full scan (0 pups, 0 threats) 

5) restart task 

6) end task, re-run explorer.exe (5 and 6 fixes it for about 3-5 minutes before it starts acting up again 

7) ran dism even with sfc /scannow showing no errors 

8) memcheck - 0 issues 

9) update all system drivers to include graphics 

10) created a new admin user account (still had issue). 

11) looked for weird desktop icons - none

As I stated earlier, this started back up after a "windows update". Not sure which update fixed it and which broke it. Right now its showing (14 mins uptime): 

I have 32GB's ram, windows is on a SSD. I'm not sure what else to provide. How do I get this fixed?

    Please use Process explorer tool https://docs.microsoft.com/en-us/sysinternals/d... and check processes running in Explorer group.
