Conditional formatting in Excel (MS 365) stopped working when file moved to removable drive?

Any idea why simply changing the location of my file from my C: drive to a removable USB would make my conditional formatting partially no longer work? Some cells are still formatted - some aren't.

    Is there any error message when this issue occurs, if so, please describe it in detail or share a screenshot with us.
    Does this issue only occur in a special file? Please create a blank file and perform a simple test.

    • If this issue only occurs in a special file:

    Please check if there are any changes to the format of cells with this issue.
    What is the extension of the file? Does it contain any macros? If so, please disable all macros and save it as .xlsx to have a check.
    Copy the file to another PC to check again.

    • If all Excel files have this issue:

    Please check and make sure that the USB has enough space, may you could try another USB or mobile harddrive.
    Then please open the Excel files in safe mode to check if this issue exsits.
    Try to repair your Office.
