Do Advanced Compliance features such as Disposition Review or File Plan Builder require all users to have an E5 license or Advanced Compliance Add-On?

Question

For Advanced Compliance/Advanced Data Governance features, must all users in a tenant be in E5 or Advanced Compliance Add-On, or only users who directly interact with those features?

For instance: Disposition Review is available as part of Advanced Data Governance. Can only users who need to perform disposition reviews in the Security and Compliance Center get the E5 or add-on, or do all users who have access to/edit those files need to have E5/add-on licenses?

Similarly, File Plan Builder requires E5/add=on - but only a few users would need to directly interact with the File Plan tool.

For another Advanced Data Governance feature, auto-application of labels, Microsoft states: "The capability to apply labels automatically requires an Office 365 Enterprise E5 license for each user who has permissions to edit content that's been automatically labeled in a site or mailbox. Users who simply have read-only access do not require a license." However, I cannot find a similar statement for Disposition Review and File Plan Builder. Please advise.

Hi David,

Thank you for the post. To my knowledge, if you'd like to enable the advanced data governance feature in your entire tenant, all users need have E5 or add-on licenses. Though normal users won't access Security and Compliance admin center, the feature should be enabled for the user accounts. 

For instance, if you disable the Teams license for a user, then this user cannot access Teams. And all the configuration in Teams admin center is nothing to do with this user, that is, the settings or policy you set up in Teams admin center won't apply to this user. Also, you cannot see any Teams activities of this user in Teams admin center because the Teams feature is not enabled for this user account.
