2.1 GA Container Setup Error. Container starts but cannot connect to Layout container for Analyze

I am following the instructions listed here - https://learn.microsoft.com/en-us/azure/cognitive-services/form-recognizer/containers/form-recognizer-container-install-run?tabs=layout - to set up the 2.1 GA Containers that I have received approval to run. I am setting up the 'Custom' containers using the docker-compose.yml, nginx.conf, and .env.

After following those instructions, I get a 404 Error when trying to connect to http://<ip-address>:5000. Additionally, when trying to use the oflt.exe labeling tool, I can train/view models using pre-rendered data, so it seems the only container I cannot connect to is the Layout container. I cannot get OCR Data for labeling or Analyze a file, it will run infinitely.
