Based on the error message, it usually happens when a message is detected as automatically forwarded, and the outbound spam filter policyblocks that activity.
To fix this problem, you need to contact your organization's administrator to check if external forwarding is enabled for your organization (or for your account). To check and allow external forwarding for the whole organization, please do the following steps:
- Sign to Office 365 admin center and navigate to Security > Threat management > Policy > Anti-spam
- Edit Outbound spam filter policy and set Automatic forwarding to On - Forwarding is enabled:
Or your administrator can create a new custom outbound spam policy with the automatic external email forwarding on and assign this policy to your account. (Note: it may need some time for the changes to take effect).
