Simple question that I can only find vague answers to - Is Transactional Replication still a "Public Preview" for Azure SQL Managed Instance? If so, does anyone have any idea when it will become GM?

Correct - it is still only in Public Preview.
Many services move from Public Preview to GA quite quickly but others can be in Public Preview for multiple years (e.g. Elastic Database Jobs).

Hi @Brian Hawkins , adding on top of @Martin Cairney response, as per Product team this could GA tentatively by end of 2021. Again this is tentative date and could change a little here or there.
