can't login rds after disconnect session

we have a terminal server environment on server 2019. An RDgateway and 4 terminal servers.
If a user logs in via the gateway and then breaks his session, the client cannot log in again. the screen for entering username and password keeps coming back. The solution is a restart of the client machine.
What could be the cause of this. This came after the windows 10h2 update

or in server manager can you see a disconnected (possibly blank with no user) session?
