Sharepoint secure link email verification not working

A feature I used a couple months ago is no longer working.  When I share a Sharepoint file to a specific recipient outside my organization, the user should be prompted to verify their email address with a code provided in a second email.  This is how it worked a couple months ago. 

Now when I share a link in this manner, Sharepoint just sends the link.  There is no verification step required by the recipient.  I've tested with several recipient email addresses, and have tried different security settings in the Sharepoint Admin Console and cannot get the email verification to work.

Has this feature been removed?  What is the method for securely sharing files through Sharepoint to ensure they are only readable by the recipient?

    Dear Rick,

    I do a test and I can't reproduce such an issue in our environment.

    Please first check whether you have done the following.

    1. Contact the global administrator and let him go to the Microsoft 365 admin center>Settings>Org settings>SharePoint>check whether the sharing setting is set to New and existing guests and let him go to the SharePoint admin center>click on the affected sites>Sharing>check whether the sharing setting on the site level matches the organization level.
    2. Make sure that you are using the People you specify can edit type when sharing a folder or a file.

    If yes, when sharing a folder or file, I suggest you use Search directory instead of the pop-up window to see and let us know the result.
