Send end-user spam notifications " immediately"

Will be possible to setup the "send end-user spam notifications" immediately?
I can't setup the value to zero so how can I sort it out?

    There is no real way to do that, other than changing the anti-spam action from quarantine to deliver to the Junk Mail folder.

    so if I setup to Junk Mail folder by default will the recipient/user receive an immediate e-mail notification allert?
