2023-07 Cumulative Update for Windows 11 failed to install but no longer shows up

Hello,

I recently tried to install the following updates:

1. 2023-07 Cumulative Update for .NET Framework, 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5028851)
2. 2023-07 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5028185)

The .NET Framework update installed just fine, but Windows Update said the second one (KB5028185) "failed" to install. I clicked "Retry," and I was told that it "failed" to install the update a second time. However, Windows Update now says my computer is "up to date," and it doesn't find any updates to install when I click "Check for updates."

Worst of all, when I click on "Update history," it doesn't mention KB5028185 at all, so the most recent security update that was "successfully installed" is the one released on June 13, 2023. For reference, it is listed as: 2023-06 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5027119)

So, in short, I need to figure out whether the following update was installed: 2023-07 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5028185)

It doesn't show up in the update history, and it's obviously very important since it was meant to address a variety of security issues. Current state is Superseded. Target is Absent. Client id: Arbiter." (Not sure what this is)

"Initiating changes for package KB5026549. Current state is Installed. Target is Absent. Client id: Arbiter." (Not sure what this is)

"Package KB5028185 was successfully changed to the Installed state." (Update that gave me a "failed" message)

"Package KB5028851 was successfully changed to the Installed state." (.NET update that succeeded)

This seems to confirm that KB5028185 was successfully installed even though the "Update History" in the Windows Update menu has no record of it, but I need to make sure. Please help me make sense of what is going on here.

Hello, I followed your recommended steps. The arm64-based system is not compatible with my computer so I went with the x64-based system. This failed.

The error message is shown as follows.

Some updates were not installed.

The following updates were not installed: Security Update for Windows (KB5028185)

I have been struggling with this problem for almost two weeks, and I am very frustrated!!

By the way, I bought this HP computer with Windows 10 about 3 years ago. I upgraded to Windows 11 last year or so. Would this cause me having problems with Windows Update?

From the look of what you posted, it appears that the update attempted to update components that you did not have and failed, but succeeded with the rest of the update. When this happens it is not unusual for Windows to become confused as to the installed status. It can report that it failed (because some components were not relevant) even though every relevant component succeeded.

If you wish to be certain, you can download it from the Microsoft Catalog and install it independently of Windows Update. You can find the download here:

Simply choose the update for your computer and install it. Most likely your machine is x64-based, but if you are uncertain then it will do no harm to attempt to install both.

If this fails without explanation, then likely this update is either installed or irrelevant to your computer.

It downloads 100% but the installation never succeeds. Always says Retry.

The device details are:

Dell Inc. Precision 5540

Processor Intel(R) Core(TM) i9-9980HK CPU @ 2.40GHz 2.40 GHz

Installed RAM 32.0 GB (31.7 GB usable)

System type 64-bit operating system, x64-based processor

I am also having the same issue. Can not update from the updater nor the update catalogue.
