After IP changes a new DNS record is created in domain instead of updating the existing one

When client machines are assigned a new IP address instead of updating the existing DNS entry for the domain a new separate entry is created. The old entry is eventually scavenged but I'm trying to understand why the current record doesn't just get updated. Any help is most welcome.
