How to create the web application in Share point 2016.If New option is Fadeout mode.

Hi Team, I am login to Sharepoint 2016 using Form account. And If New option is Fadeout mode then how to create the web application?. Kindly give me the solution.

    Based on the description, it seems like the New web application greyed out in SharePoint 2016 environment. If my understanding is correct, we may be so sorry to convey that as engineers here focus on the SharePoint Online environment, we have limited support resources and experiences in the SharePoint on-premise environments like SharePoint 2019/2016. Kindly post a new thread in office-sharepoint-server-development - Microsoft Q&A to get more dedicated and professional support.
