Microsoft 365 Business Standard Account won't activate Office 365

I am running into an issue where Office 365 won't activate on a user's computer. They have an Microsoft 365 Business Standard account, which I am the Administrator for. When I check the account I can confirm it is active and shows the correct license. All of the suggestions found at https://support.microsoft.com/en-us/office/unlicensed-product-and-activation-errors-in-office-0d23d3c0-c19c-4b2f-9845-5344fedc4380 have been followed. When the Microsoft Support and Recovery Assistant is used, it clears all of the credentials and we are able to access all of the functions in Office 365 again, but after a short time, it starts showing the "Unlicensed" message again and we need to go through using the Microsoft Support and Recovery Assistant to correct it. I haver confirmed that the Windows Computer Office is installed to is appearing on his Office 365 account properly.

Is there a way to ensure the activation is successful and "permanent"?

    In this case, you may kindly try the suggestions in the following article steps by steps:

    If the above suggestion doesn’t work, please use the Office uninstall support tool to completely uninstall and then reinstall Office.

    Download and install or reinstall Microsoft 365 or Office 2019 on a PC or Mac

    If the issue persists, may I confirm the following information for a better understanding of your situation?

    1. The build and version information of your Office? (Open any Office app, for example Word>File>Account.) Could you please share a screenshot on the Product information page and help mask your email address to protect your privacy? Like shown below:
