There could be a couple of different causes for this problem. The first thing you want to do is check to see if the Personal workbook has somehow become disabled via go to File>Options>add-ins tab, use drop-down near the bottom and select disabled items. Then click Go... Check the Personal workbook is it in the list of Disables Items. If the Personal workbook is listed as disabled, select it and then click Enable.
It is also possible that the directory in which the Personal workbook is stored has somehow become "untrusted" to Excel. Here is my test screenshot of location for your reference.
Also, you can define a folder that contains files that will automatically open when you launch Excel. So I created a folder called EXCEL START and I put my personal.xlsb file in the folder and now it all works perfectly
In the meantime, if you checked the Trust Center and the file location is a Trusted Location. And the file is not a Disabled Add-in. then to confirm whether this is a bug in a specific version, please provide us the version information. To check version: Open Excel>File>Account>Product Information and capture a full screenshot and share here (Please mask your private message) and we will be tested on that version and verify the result with you.
