How to undo restriction imposed in adminstrator account

I added a restriction (no access to setting/control panel) to a standard user account I created in Window 10. Now, I, as an administrator of my laptop, cannot access the control panel to access the setting function as well as other functions except creating more user accounts. Although I only set the restriction to one user account, the restriction applied to all user accounts I have in the laptop. What should I do? I need to adjust the clock and install new software.
