vsix project works well in experimental instance(opens immediately) but does not open the toolwindow in non-experimental instance, opens the next day

vsix project opens immediately in experimental instance. But whenever I installed it in non-experimental. It does not open immediately, whenever I click on the command, my toolwindow does not appear. It works fine the next day.
I have taken the vsix file from the following folder path.
bin->Release->toolwindow.vsix
Can anyone help me with this.

Nope, it doesn't. Yes, it is enabled and facing the same issue.

toolwindow at all. It works perfectly fine in experimental instance.
