new params dont show in vs preview

hi we use vs 2017 to develop reports. I am modifying 4 older reports. i am adding 2 params to each one and then moving them up the list.

when i go to preview, the new params dont show. there are no data files prior to preview for these reports in the directory where these reports sit as local copies before checkin.

when i deploy to our dev server the params show and behave as expected.

i looked at the xml on one of these and i see this

    Hi @db042190
    When you upload a report with a lower version to the server, the report will be compiled and automatically upgraded to the new structure when it is processed for the first time.
    You could try to download the report to the local and open it again to see if the phenomenon you described still exists.

    interesting. today when i preview, the new params are there in vs. i have to conclude that the act of deploying these reports updated something on tfs, perhaps because a build always happens with a deploy.

    but on a related note, and specifically in regards to another post i have where a multi value param is being ignored (maybe cut off) in a sub report, i posted there an xml reference to ssrs 2008 in the sub report. whereas the parent's xml shows 2016. so i deleted that subreport after reading your answer here, redeployed it and made sure it was rendered. ssrs didnt upgrade the version. so that remains a mystery. i haveng looked today to see if there are any answers there at the other post yet.
