DHCP server failing after this month's patch Tuesday

Hello,
After applying this month's patches to one of our Server 2019 DCs, DHCP will no longer hand out IP addresses. The service report no errors and runs just fine. We think we've narrowed this down to the monthly rollup (KB5005112).
We experienced this same thing last month when we were applying OOB updates for 'PrintNightmare' and a few days later the subsequent rollup KB5004294 that included the same fix on another 2012 DHCP server. In Both cases, DHCP was borked until we removed the update and rebooted, then DHCP worked just fine.

In the Server 2019 case, we CANNOT uninstall KB5005112 as the ability to uninstall it is not available in Programs and Features. We've had to stand up a new VM just to run DHCP to get that site back up and operational.

I find NO information about this issue on the interwebs. I've never seen an issue like this with DHCP (one of the most basic and RELIABLE services MS has on their server OS since the dawn of time).

Has anyone seen this? I find it hard to believe we are uniquely unlucky to have basically the same thing happen two months in a row on two different OS versions.
