    If the PDF was created by placing a picture of text into a PDF file -- which is usually true of scanned documents -- then Word will create a .docx file that contains the same picture, not editable text.

    Word doesn't have OCR capability. Of the Office programs, only OneNote includes OCR. If you have Microsoft Lens on a phone, it can do OCR.

    Recent versions of Word can open .pdf files directly; the quality of the result depends on the contents of the .pdf file.
