Based on my test, I seems that I cannot meet the same symptom/behaviour as like you described above. Here is my test image for your reference:
If possible, could you please try to directly go to files upload folder from OneDrive location via click on OneDrive>My files>Apps>select Microsoft Form and check you are to view in this way.
Meanwhile, if possible, could you please try to create a new Microsoft Form (for test purpose) and verity the result with us. It will help for us to narrow down your problem to check whether the problem is related with specific Microsoft Form or Tenant level.
