I am not able to schedule meeting via skype for business web scheduler. We are on Teams only mode. please see below screenshot.

Yes, Skype for Business 2015 can use Web Scheduler to create Skype Meetings.

The root cause of this error message is that in Teams Only mode, all meeting can only be scheduled in Microsoft Teams. Even though, users can always join any type of meeting they are invited to, whether it is Skype for Business or Teams.

About this question, I have replied you in another thread. The following is the content:

It seems no specific requirement for Web Scheduler. As I replied in your another thread, if you are in Teams Only mode or Meeting First mode, you cannot schedule meeting by this program.

About the document, you can refer to this link. It introduces how to create, join and modify a Skype meeting by Skype for Business Scheduler. Hope you will get something helpful.

I searched many documents but only found a guide for setting up Lync 2013 Web Scheduler. It explains the process to configure web scheduler. You can read it in this link.
