Per my test, I could use the licensed user in my tenant to access the office 365 home page without any issue.
What do you mean office 365 home page is not working? Not able to access the page or not able to see apps in this page?
If it is the former, please open the page in private window to compare the result.
If it is the later, please make sure the user who signed in the page has related licenses.
