ODBC System DSN Warning - Local Admin

I am trying to allow domain users belonging to the LocalAdmin security group to make changes to an existing ODBC System DSN connection. If I log in with an Admin account, it works. I have assigned the LocalAdmin group Full Control to Computer\HKEY_LOCAL_MACHINE\SOFTWARE\ODBC (and every other ODBC registry setting), but when opening ODBC Administrator, UAC immediately comes up. I then get: ODBC System DSN Warning - You are logged on with non-Administrative privileges. System DSNs could not be created or modified. Yet, I have two hosts where a LocalAdmin account can make these changes. I have been unable to figure out what registry setting is needed.
