Publisher giving Error 400 code?

I am trying to insert an image into a publisher document. When I click on the image icon to insert the image into the image frame I get the error HTTP Error 400. The size of the request headers is too long. Clearly it is trying to connect to something online, but i cant find out how to stop it, or how to fix the issue. I have tried removing temp files and any cached data. This worked up until a day ago.

Any ideas?

    This seems to be a new common bug with Publisher. At least one other Pub user has posted about getting a 400 error when trying to insert a picture.

    As per that discussion, I would suggest that you go to the Insert tab > the Illustrations group and select Pictures there, as a possible workaround.

    I am guessing that one of the mandatory MSFT 'updates' has caused this problem and that it will eventually be fixed via a new patch or update for Publisher...

    To ensure that we are on the same page, we would like to ask for few details:

    1. May we know how did you insert the image? a] I can't even get that far. "HTTP 400 Error" popup appears immediately after I click "select picture" AND BEFORE I can even choose a pix source. This occurs regardless of attempted source [computer file, online pix, etc.] So I was never able to "insert the image" as I never got beyond "select image" before the error popup appeared.
    2. If you were to insert an image to Word or Excel, will the issue persist? a] No problem inserting pix from any source to Word, Publisher, etc., as pix. Problem exists ONLY if I'm trying to create a custom border in Publisher.
    3. What is your Office license? Is it Microsoft 365 Family, Personal, Business or Office Professional 2019? a] Microsoft 365 Family
    4. Can we ask for a screenshot of the issue? Please conceal your personal information. a] Yes. See the three steps/images belowImageImageImage
    5. Is your PC and browser/s updated? a] Yes. I also did a "quick repair" and ""online repair" of Publisher. I cleared cookies & caches from browsers [Edge & Chrome]. However, online "cache cleaning options" for Office 365 were numerous & dealt with different "caches", which left me confused. THIS IS WHY I'D LIKE TO TALK WITH A LIVE AGENT. I do not believe this is an "online" issue. b] IMPORTANT NOTE: This problem started just several days ago. Prior to that time I did not have any problems selecting images for a custom border.

    It appears to be a bug. I have already tried everything you suggested. I am using the Graphics manager tab to change the image as a work around for now.

    1. Clear your browser cache and cookies.
    2. Try setting different browser as default. Guide: Change your default browser in Windows - Microsoft Support
    3. Check if there are any updates available for Publisher and install them. Guide: Install Office updates - Microsoft Support
    4. Turn off or disable any antivirus, antimalware, VPN, firewall, proxy and PC Optimizer. The same goes with the browser add-ins.
    5. Try inserting the image from a different location, such as your local hard drive, instead of an online source.

    If issue persists, please provide the answers to our questions above, and we will be happy to assist you further.

    Thanks, this is the outcome I have come to accept after numerous repairs and reinstallations among many other attempts to get it working. I am using the Graphics manager tab to change the image as a work around for now.
