Frozen pictures / images on Publisher pages

When I add a picture to a page in Publisher and utilize one of the shape changing effects (it tilts the image, turns the image, etc.), once I save the document I lose the ability to edit that picture, I can't change the effect, nor can I delete the picture. Publisher doesn't even recognize that it exists - I can't click on the image. Nor can I click on anything that's layered behind it, because that, too, is unrecognized by Publisher. I end up having to delete the entire page, then insert a new one and start over. Why is this happening, and how can I stop it?

    It's taken awhile, but I've tried all of the above, with no luck.

    If I insert a picture into a Publisher page and apply any effect and save it, that picture becomes invisible to Publisher. There is no way to modify it or delete it because I cannot click on it. The only solution is to delete the entire page and start over.

    The only thing I haven't done is delete Office 365 and reinstall it. I am loath to do that, because the only issue I have is this picture issue within Publisher.

    Any other suggestions?
