I did not get my Skype number purchase from Apple

I initially bought a Skype phone using Apple as I did before. This time, the number was put on reserve for 48 hours while the purchase on Apple is still pending. Few days later (more than 48 hours later), the number does appear to be reserved anymore, and I can't see it. Apple went ahead and charged me for the amount. And the phone number subscription is nowhere to be seen. I requested a refund, and did not get a refund from Apple. Now I am left with a charge on my account but with no Skype number. How do I go about, at the very least, getting another phone number without getting charged again? Since Apple's decision denying a refund is final. And I did not get the service a paid for. Support is non-existent, it's only a small amount but I feel robbed. It's unfair to be honest.
