Check the cost of the azure Virtual Desktop product in the calculator.
I expect 10 users in personal type to use 10EA instances for a month.
The calculator cannot be written less than 100 users.

Does it have a special meaning that you can't set it below 100?

Under type, select pulled and select Single session.
Set Peak confidence and Off peak confidence to 0.1.

Then I can get the expected price at the desired cost.
Is this right?

No, it's just a limitation on the pricing calculator. You are charged for the compute resources that you will use so the calculator just tries to calculate how many session hosts (VMs) that you will need and how many hours per month they will be allocated for depending on your requirements.

If you want a dedicated personal desktop for each of your users then you will have 10 VMs (of whatever size/spec that you choose), 10 OS disks (1 each) and then you just need to decide how many hours per month each will be running for. If they are always on then it will be 730 per month on average.

You can't set this below 100, this is really designed to help size the environment for larger organisations with 100+ users.

Instead however, as you are using personal desktops you could just add a "virtual machine" to the calculator. Set the quantity to 10, the number of OS disks to 10 also, set the required hours per month and then if you are planning to use Windows 10 as the OS, make sure to set the OS license to 'Hybrid Use Benefit' as the OS licensing is not for a Windows Server type VM.
