Cannot cancel Microsoft subscription for deactived account

Hello, I have a friend who is unable to cancel their Microsoft 365 account. They have been locked out of the account for several years, however are still paying a monthly fee. When we sent to the support website it said that the account has likely been deactivated, however she is still getting charged. Any help on how to email or call Microsoft directly to have this resolved would be great. Thank you.
