I have realized that your issues.

Is what you mentioned referring to Defender's web protection?

Web Protection includes identity fraud protection.

However, to use this feature, you need to have a Microsoft 365 subscription.

Defender itself requires a Microsoft 365 subscription to sign in, and once you've done so, you'll be able to turn on the features inside.
