We understand that you want to set the date format of Excel in iPad.
According to your description, you mainly use Excel files in iPad, and need to set it to mm/dd/yyy format. We have tested and confirmed it, and need to explain to you:

Please make sure your Excel application is up to date. To set the date format to mm/dd/yyy, go to System Settings> General> Language and Region, and make sure your regional settings are correct (for example: US English)
Then you can select the cell range that needs to be filled in
In Excel, in "Home"-Format-Select "Date" to confirm (some pages may be directly displayed as General or Format, and some pages in iPad are icons with the letter "a")
- After selecting, you can fill in the information in the selected cell in the format of mm/dd/yyy to see if it can be filled in successfully.
