How to Transition from Managed IT Services to Self-Managed Microsoft 365 Tenant Without Service Disruption?

We are currently using Microsoft 365 through a managed services provider (DOCOMO PACIFIC) who holds the licenses and administrative control over our tenant. Due to HIPAA compliance requirements, data security concerns, and internal governance needs, we want to transition to managing our own Microsoft 365 environment without losing access to our emails, OneDrive data, Teams, and other associated services.

Specifically, we need guidance on the following:

  1. Tenant Ownership: How can we verify if we are the legal owners of the Microsoft 365 tenant, and how can ownership/control be transferred to our organization?
  2. Administrative Rights: What steps can we take to ensure we have full Global Admin privileges and remove the provider's access?
  3. Licenses: Since the current provider manages the licenses, how can we seamlessly transfer or repurchase licenses directly through Microsoft without service interruptions for users?
  4. DNS and Domain: How should we handle the DNS configuration to ensure uninterrupted email and service access if the provider manages our DNS records?
  5. Data Integrity: What are the best practices to back up and secure user data (emails, OneDrive files, Teams chats) before initiating the transition?
  6. Compliance: What additional steps should we take to ensure our tenant is HIPAA compliant once under our control?

Any insights, best practices, or resources that Microsoft can provide to help us manage this transition smoothly would be greatly appreciated. Additionally, if there are specific Microsoft tools or support channels that can facilitate this process, please let us know.

    Dear Harry OZL

Good day! Thanks for posting in the Microsoft Community. We'll be happy to help!

First of all, we regret for the inconvenience caused to your work. Based on your description, I have a general understanding of your question, please kindly refer to following information:

To verify if you are the legal owners of the Microsoft 365 tenant, you can check the billing and subscription details in the Microsoft 365 admin center. If the managed services provider (DOCOMO PACIFIC) holds the licenses and administrative control, you will need to work with them to transfer ownership. This typically involves:

    1. Contacting the Provider: Initiate a discussion with DOCOMO PACIFIC to understand the process and requirements for transferring ownership.
    2. Legal Documentation: Ensure that you have the necessary legal documentation to prove ownership and authorize the transfer.
    3. Microsoft Support: Engage Microsoft support to assist with the transfer process and ensure that all necessary steps are followed. For your reference: Get support - Microsoft 365 admin | Microsoft Learn

To gain full Global Admin privileges and remove the provider's access:

    1. Request Admin Access: Ask DOCOMO PACIFIC to grant you Global Admin privileges.
    2. Review Admin Roles: Once you have access, review and update the admin roles to ensure that only authorized personnel have administrative rights. For your reference: Assign admin roles the Microsoft 365 admin center - Microsoft 365 admin | Microsoft Learn
    3. Remove Provider Access: After confirming that you have full control, remove the provider's admin accounts from the tenant.

To seamlessly transfer or repurchase licenses directly through Microsoft:

    1. License Inventory: Take an inventory of all the licenses currently in use.
    2. Purchase New Licenses: Purchase the necessary licenses directly from Microsoft. You can do this through the Microsoft 365 admin center or by contacting a Microsoft representative.
    3. License Assignment: Assign the new licenses to users before the old licenses expire to avoid service interruptions. For your reference: Assign or unassign licenses for users in the Microsoft 365 admin center - Microsoft 365 admin | Microsoft Learn

Handling DNS configuration to ensure uninterrupted email and service access:

    1. DNS Records: Obtain a list of all DNS records managed by DOCOMO PACIFIC.
    2. Transfer DNS Management: Transfer DNS management to your organization. This may involve updating the DNS settings with your domain registrar.
    3. Verify Configuration: Ensure that all DNS records are correctly configured to avoid any service disruptions.

If you need please kindly check: Add DNS records to connect your domain - Microsoft 365 admin | Microsoft Learn

Best practices to back up and secure user data before initiating the transition:

    1. Backup Solutions: Use third-party backup solutions to back up emails, OneDrive files, and Teams chats.
    2. Export Data: Export critical data from the current tenant to ensure you have a copy in case of any issues during the transition.
    3. Data Validation: Validate the integrity of the backed-up data to ensure it is complete and accessible.

Steps to ensure your tenant is HIPAA compliant once under your control:

    1. HIPAA Compliance Checklist: Follow a HIPAA compliance checklist to ensure all necessary security measures are in place.
    2. Security Policies: Implement and enforce security policies that align with HIPAA requirements.
    3. Regular Audits: Conduct regular audits to ensure ongoing compliance with HIPAA regulations.
