Personally, I completely agree with you. This would indeed be a fantastic addition to the current features of Microsoft Forms. It would be especially beneficial if we could control the File Upload option based on the organization's needs, particularly when the form response is set to "Anyone."
As the development team frequently reviews customer comments and suggestions to improve the product, we highly recommend sharing your valuable feedback using the feedback button within Forms or in the Microsoft Forms Fedback Community. Please also consider voting for similar feature requests on the feedback site, such as:
