need to change admin in tenant

I'm a MSP tech working with a client who has no access to their O354 tenant. Old admin, only 1, quit and not responding. Need to change admin to a different person and reset that person password.

    According to your information you provided, if no admin access is available, I recommend that you contact Microsoft Data Protection team who has tools and processes in place to verify identity and regain access to administrator accounts. They are the only team equipped with the tools and authority to help recover an admin account or tenant access. 

    Please try to find the related hotline number to call the frontline let them raise a ticket for you: Customer service phone numbers - Microsoft Support 

    That said, I want to acknowledge that this process can be complex and sensitive. When you contact Microsoft, they will need to verify your identity and ownership of the tenant, which may include confirming admin account details, domain ownership (such as DNS TXT records if your domain is customed), and other security-related information. Unfortunately, I cannot verify these details myself, and I also cannot predict exactly what information Microsoft will require, as it depends on their internal verification protocols. 

    If your organization's Office 365 Business/Education subscription is from a partner or reseller, and the global administrator is unable to open a service request on your end,contact the reseller's support providerto help open a service request on behalf of you instead. 

    I truly empathize with the urgency and difficulty of this situation. Please reach out to Microsoft Data Protection team as soon as possible so they can begin the recovery process and help you regain access to your tenant.

    Thatnk you for the follow up. I pushed this back to the tenant since they will have the legal identity forms to prove who they are. Ok to end this post.
