Much like in earlier versions of Windows, usually, if you purchase a later version of Windows license and want to use it to activate a previous version, you'll be required to purchase "downgrade kit" (Which will include separate set of activation key for the target system because a future version key obviously will not be able to activate previous versions directly, as well as the installation media - either the ISO image or physical discs) from the vendor selling you the license (some will provide it free of charge, some may charge you the media cost).
Is Windows 11 License Key applicable for Windows 10 OS?

We are currently using windows 10 and planning to upgrade on windows 11.
We need some time to verify all our services on windows 11 meanwhile we have to purchase licenses.
If we purchase windows 11 License. is it activate windows 10 that will eventually upgrade to 11 with same activation key.

If you buy Windows 11 license keys, you will be able to use them for upgrades (Windows 10 -> Windows 11) or clean installations of Windows 11.
I would encourage you to check your organization's license agreement.----------

In case it is home user, then during the free upgrade offer to Windows 11, you won't need a new product key and you may just upgrade to Windows 11.
However, in case it is company's license, you may upgrade to Windows 11 and assign the product key to devices in the activation server like KMS. -

Yes, if you purchase the windows 11 license key then you will be able to upgrade with all your services. and it is advisable for you to have a look at your system licensing agreement before the upgrade.
