I am having this same issue and I am unable to remove the account I am having the issue with. The only options it says are Sign in options and Account settings. I click manage on account settings as that is the only button under this account and it opens a web page. I am not able to sign into any microsoft app right now due to this and I have been trying for an hour to get any kind of support with this and I keep getting support looped because the bots think I need help with a password. This is so insanely frustrating!!!
Infinite login loop
I open up my classic outlook for windows app. It requests me to login to my microsoft account. I provide the correct email and password. I then approve the login with my authenticator app. Then i get rerouted to the login page again to repeat the process. Please help can't afford a new computer if I throw this one against the wall.

Try closing Outlook completely and go to Windows Settings > Accounts > Email & accounts if your Microsoft account is listed there, remove it. Then, open Credential Manager (just search for it in the Start menu), go to the Windows Credentials tab, and remove any entries related to Microsoft Office or Outlook.
After that, reopen Outlook and try signing in again. This should clear out any conflicting cached credentials that may be causing the loop.
