How do I change outlook email from working offline setting to working online setting?

The red boxes helped clearly delineate but I don't have the work offline icon you show on your screenshot. I am going to try to reload the program and see if it changes that.
You are definitely using classic Outlook.
If repairing office doesn't help, try resetting the ribbon. Right click in a blank area on the right and choose Customize the ribbon. Send / Receive should be selected on the right side of the dialog that opens. Click Reset (on the lower left to the dialog.)
If that doesn't help, what type of email account do you have configured in Outlook? POP, IMAP, Outlook.com, or Microsoft Exchange? (They should all have work offline.)

Are you using classic Outlook? That is the only Outlook app that works offline when you have an active internet connection.
Change from offline to online using the Offline button on the Send/Receive tab. Note that it will always have the red X - the button is highlighted when offline.
Click the button and wait a minute before clicking again as it can be slow to come back online.
The far-right side of the status bar will also say if you are online or offline
Thank you this was helpful. For some reason I don't have the work offline / online button you are speaking of. I will see if I update the program if it changes.
