Problem deploying a "Grounding with Bing Search" resource - "Deployment failed, subscription not eligible".

I have a subscription of the type "MS-AZR-0036P", because we are an ISV Partner. I want to make a lab for creating code-based agents, but cannot create the Bing Search resource. How can I fix this?
