If you uninstall a device in Device Manager, Windows will continually re-install the device you have uninstalled, if you right click that device in Device Manager and choose the Disable option, then Windows should leave that device disabled and not re-enable it automatically.
If that does not work for oyu, right click that device in Device Manager and select Properties, then on the resulting dialog, select the Driver tab and choose to re-install the drive, then choose to install a driver from your PC and uncheck the option to show compatible drivers, then try to install a different incompatible driver, that should stop that Bluetooth radio from working, it would be disabled.
