How do I give feedback?

I have a bug that I want to report but I can't seem to do it. I have looked at people that have asked the same questions, and they always get the same response. "File>Feedback>I don't like something." I followed the same steps and can't find where feedback is. I looked in the help tab but the feedback icon didn't appear. I checked that it existed in the options for ribbons, and it showed that it was present but wasn't displaying for some reason. I added a new group and manually added the feedback icon to it, and while it did appear, it was blacked out as if it was incompatible. I am completely out of ideas, can anyone seem to fix this?
