After doing some research, this could be a recent bug.

Here is a case similar to yours. This just started recently.

Email Signature Images Loading Occasionally - Microsoft Q&A

My suggestion is to report this problem to Microsoft.

In New Outlook > Help > Feedback > Report a problem or even Contact Support for better assistance.

Have you tried Repair an Office application - Microsoft Support (choose Online repair)

May I ask how did you insert the picture in the signature? From your PC or URL linked.

Yes, you can switch back to Classic Outlook temporarily as an alternative.
