Company portal - Co-management - Configuration Manager apps all stop at "download pending"

We are piloting Configuration manager/Intune Co-Management and have switched workload for "Client apps" for pilot computers to "Pilot Intune".
In our testing Intune packaged apps install without a problem within the Company Portal. However Configuration Manager packaged apps are all failing to get further than the "Download pending" stage (see image below). Is this supposed to only work when the computers are connected to our on-site Configuration Manager server?

We are running Config Manager 2103. We do not use Cloud Management Gateway. Configuration Manager apps are successfully installing from the Software Center when VPN connected/on-site.

@Phil n$ , Starting in version 2006, we can configure the Company Portal to also show Configuration Manager apps. In our environment, the version is 2103 and it is support to show the Configuration Manager apps. Based on my understanding, when we click install on the application which is deployed on Configuration Manager. It will do the evaluation and connect to Distribution Points to download the application etc and install the application

So if we want to install the application from configuration Manager, we need to have connection to our Configuration Manager server.
