Try to enroll in ESU for Windows 10, after clicking enroll button, a black window pop up and then disappear

I received the ESU notice today on my Windows 10 Pro today.1000099252

However, after I clicked the enroll now.

There is only a black window and then it close immediately.

I tried the dism tool already.
